AboutLuminel Consulting is a Canadian consulting firm specializing in grant program monitoring, evaluation, and impact assessment for global health and humanitarian funders.
Most funding programs pass through several vendors on their way from an idea to a finished evaluation report: one firm scopes the landscape, another writes the strategy, a third measures what happened. Each handover is a place where context gets lost.
Luminel exists to close that gap. We support funders and funded organizations to measure the impact of grant-funded initiatives, strengthen evaluation practice across funded partners, and translate program data into insights that inform learning and strategic decisions. Our work spans the full grant lifecycle, from theory of change and program design through recipient selection, award management, and evaluation.
Luminel's methodology draws on OECD-DAC evaluation criteria and results-based management principles, and our team brings a combined 30 years of experience working across Africa, Europe, and North America on health, education, development, and humanitarian programs.
Strategic planning, landscape research, evaluation, and data governance are handled by the same team, on the same contract. Findings from one stage carry directly into the next instead of being re-explained to a new vendor each time.
Our core team holds credentials including Credentialed Evaluator status and PMP certification through the Project Management Institute, and has led evaluation and data-system design for governments, international donors, and civil society organizations.
Our consultants have supported programs across Africa, Europe, and North America. That range matters most at the point where a program designed in one context has to be delivered in another.
Luminel has no delivery arm and no funder affiliation. We are never assessing whether a program is working while also hoping to win the contract to run it. That keeps the assessment honest.

Over 10 years of experience conducting program evaluations across Africa and Canada, specializing in evaluation design, mixed-methods analysis, and translating evidence into strategic insight for decision-makers.
A Monitoring, Evaluation, Accountability and Learning specialist with over nine years of experience designing data systems and leading mixed-method evaluations for large-scale development programs, including the design of national data-tracking systems for public health programs in Nigeria.
Over 13 years of experience applying qualitative and quantitative methods to evaluate programs in education, employment, governance, and gender equality, with extensive donor-reporting experience across major international funders.
