The same four services, whether the engagement runs start to finish or picks up partway through: strategic planning, landscape analysis, evaluation, and evidence translation.
A grant program usually falls short for one of two reasons: it was built on an assumption that turned out to be wrong, or the handover between the people who designed it and the people who evaluated it lost something important along the way. Both are handover problems. Luminel's approach is built to remove as many handovers as possible.
Our methodology draws on OECD-DAC evaluation criteria of relevance, effectiveness, efficiency, impact, and sustainability, Performance Measurement Framework development, and results-based management principles. We bring an equity-centred lens to program design and evaluation, and apply structured project management practice to keep engagements on scope, on time, and aligned with funder reporting requirements.
